Hello Seal Beach Housing Element team,

I am writing to comment on Seal Beach's 6th Cycle Housing Element. Growing up I would spend many weeks in Seal Beach each summer bodysurfing at the beach and walking down main street and even 20+ years ago I remember my aunt and uncle mentioning how sad it is that their son, my cousin, and his friends would be unlikely to afford a home in Seal Beach, as they had. That is why I encourage you to reduce the barriers to building more homes of all types in Seal Beach so those who grow up in Seal Beach and those with jobs here are able to afford to live here. I have these specific comments:

1. In reviewing your 5th Cycle Housing Element it appears that only 1 of the 3 sites was actually developed, and it was the Above Moderate site. Meaning Seal Beach made no progress in this time on building new Lower and Moderate Income housing, as required by law. As such you should probably have 5X to 10X more sites allocated in your 6th cycle to account for this low % chance of realistic development, or otherwise take dramatic action to ensure more housing is built in the 6th cycle.

2. In reviewing your 6th Cycle Housing Element, 2 of the 3 sites from the 5th Cycle are now in the 6th Cycle, what are you doing to make sure that these sites will be developed this time? Please provide evidence that the landowners are willing to sell to a developer in the 6th cycle time frame.

3.  I have additional comment on specific sites:

    - The Shops at Rossmoor- Please provide evidence that all landowners are willing to develop this property or sell to a developer.

    - Old Ranch Town Center- Please provide evidence that all landowners are willing to develop this property or sell to a developer.

    - Old Ranch Country Club- Please provide evidence that all landowners are willing to develop this property or sell to a developer.

    - Leisure World-This site is already housing, disproportionately the elderly, people with low incomes, and people with disabilities. Please provide evidence this site would be developed, and details on how the current residents would be accommodated during the construction of new housing.

    - Seal Beach Plaza- Please provide evidence that all landowners are willing to develop this property or sell to a developer.

    - Accurate Self Storage- recycled from 5th cycle, please provide evidence the landowner is willing to develop this property.

    - Sunset Aquatic Park- Please provide evidence that all landowners are willing to develop this property or sell to a developer.

    - Navy Site- Please provide evidence that all landowners are willing to develop this property or sell to a developer.

    - Seal Beach Center-Please provide evidence that all landowners are willing to develop this property or sell to a developer.

    - Main Street-It seems incredibly unlikely that the whole of the main street will be redeveloped in this timeframe without significant community pushback. This should be taken into account by adding additional sites to account for the low probability that this is developed. Please also provide evidence that all landowners are willing to develop this property.

    - 99 Marina Drive-Please provide evidence that all landowners are willing to develop this property or sell to a developer.
