From city planning:

  • The California Department of Housing and Community Development (HCD) certified the City’s Housing Element on May 15, 2021, with the requirement that we would complete the necessary rezones and General Plan Amendments (GPA) to meet our RHNA obligations within three years and 120 days. The correct deadline for the rezones and GPAs was September 15, 2024, not May 15, 2022, as you cited. After working with and coming to an agreement with HCD, we planned to take the rezones and GPA amendments to the October 1, 2024 Planning Commission meeting, but because our local paper failed to post the hearing notice, we were forced to postpone the hearing until October 15. Our local paper again failed to post the correct hearing notice for the October 15 hearing, which requires us to postpone the hearing to the November 5 Planning Commission hearing.
  • The correct timeline for the completion of the rezone/GPA project is as follows:
    • Planning Commission Hearing - November 5, 2024
    • City Council Hearing (First Reading) – December 10, 2024
    • City Council Hearing (Second Reading) – January 14, 2025
    • Ordinance Effective Date – February 14, 2025.
