In response to YIMBY Law's query about the status of La Verne's rezoning program, the city passed an urgency ordinance allowing for ministerial approval of affordable projects within their Housing Overlay zones.

City staff and the city attorney’s office have looked into this matter and we strongly believe that the City remains in full compliance with its housing element as it has already committed to abide by the requirements of Government Code section 65583.2, even without the “rezoning.” However, the City wishes to affirm its commitment to providing affordable housing and avoid any unnecessary litigation or questions about the validity of the City’s Housing Element. Therefore, on October 21, 2024, the City Council will adopt an urgency ordinance adding new Chapter 18.66 to the La Verne Municipal Code providing for ministerial approval for the sites identified in the Housing Element. The City’s agenda packet which will include the draft ordinance and a staff report will be posted no later than Thursday, October 17th, and can be located at www.cityoflaverne.org/agendas. The City will then process this ordinance, as well other ordinances required by the Housing Element, through public hearings before the Planning Commission and then City Council, starting in November.
