Builder’s Remedy
When a city’s Housing Element is out of compliance, the Builder’s Remedy allows developers to bypass the zoning code and city general plan for qualifying affordable housing projects. If a Builders Remedy project application was submitted prior to 1/1/2025, there are virtually no limits on the size and density of a project proposed. Subsequent to 1/1/2025, in exchange for more certainty in the entitlement process, AB 1893 limits the density for Builders Remedy projects.

Rezoning completed and approved at October 22, 2024 meeting of the Council.

Since the Housing Element adoption, the city has seen significant residential development.  In that time frame, a total of 505 units have been completed, 308 are currently in the construction phase and an additional 20 are fully entitled.  This does not include ADU numbers.  We also have 169 units that are currently in the entitlement process as well as a senior life plan community that is in the entitlement process to expand 400 total living units.  All this and we are a city with a population of about 23,000.
