Culver City adopted an imperfect but relatively prohousing housing element, still possible that HCD will find it not compliant with state law due to problems with AFFH and realistic development capacity of nonvacant sites.
Nothing was decided at the meeting, but individual council members gave direction to staff/consultants to revise the housing element to:
- Commit to rezoning if not meeting midcycle targets
- Commit to a by right density bonus for site inventory sites if not meeting midcycle targets
- Commit to ending parking minimums
- Commit to something like LA's Measure JJJ
- Waive city's height limit if tied to affordable housing
- Increase the microunit limit to 50 or 100%
There was little engagement from the planning commission on the HCD feedback, but some pro-housing comments from a majority of the commissioners. No action was taken.
Council agreed meeting statutory deadline is important. Majority is very serious about trying to give HCD as much time as possible with adopted HE before grace period ends.
4/5 vote was not achieved to and budget to add more tasks to consultants for modifying housing element and general plan to comply with recent state laws, more public outreach, etc.
