MAIN TAKEAWAY - ELIMINATION OF SF ZONING NOT ON THE TABLE, BUT IT SHOULD BE

- *QUESTION: Do your rezoning considerations include amending single family zoning districts to allow for duplexes, triplexes, quadplexes? If not, why?

QUESTION (GG): Burbank is targeting 10k units by 2029 to accommodate a 15% buffer vs the 8.7k RHNA requirement. Can you speak to how that might impact the city council goal of 12k units by 2035?

    - ANSWER (Karen Warner KWA, Inc) - burbank needs as much housing as it can get. Speaks to housing imbalance, more jobs. Will help the imbalance but “nothing will solve it”

        - TAKEAWAY: Insufficient answer - AHLA should start pressuring burbank city council to increase their housing goal for 2035 NOW.

HOUSING JUSTICE & ENVIRONMENTAL JUSTICE

Golden State District is one of two main Special Plan Areas that Burbank is targeting to meet its RHNA target, and the panelists specifically mention that this is a higher density housing area filled with industrial / vacant sites. This is a concern from an environmental justice standpoint, as their plans to ensure environmental justice for future residents of former industrial sites hinge on ad-hoc street & pedestrian infrastructure improvements on a project-basis. It may also run contrary to the goal of ensuring housing justice by creating mixed income neighborhoods, because it is consistent with trends that concentrate high density, new, affordable housing in already dense, lower income neighborhoods. 

ON ADU STRATEGY - 

- Burbank expects to issue 125 ADU permits/year for 6th cycle period with the addition of incentives. Current rate of ADU permit issuance is not at that level, and they did not elaborate on incentives. Could be item for follow up.

- QUESTION (GG): How many ADU permits have been issued per year in recent years?

- ANSWER: Karen Warner - KWA Assoc

    - 2018 - 86 ADU permits,  2019 - 110 permits, 2020 - 75 permits.  There were 341 ADU applications in 2020, many which were likely put on hold due to COVID
