The approval was postponed to a special meeting January 31.
Consultant ECONorthwest presented the housing element and provided an introductory slide to each chapter of the housing element. Attendance was light - about 20 people excluding staff and consultants. General overview was provided and a breakout session was provided to go more into detail and allow people to ask more questions. Consultant was most proud of their developable capacity calculation and the fact that no R-1 zones were upzoned. There were four presenters in breakouts.
In question and answer period, the consultant claimed that they had worked closely with HCD in developing criteria for calculating the yield percentage of the site inventory that would result in new home construction, as well as with the ADU strategy and necessary changes in R-3 and commercial zoned capacity to accommodate more units. Therefore, once public comment is gathered and council/planning commission provide comments, if the HE goes to HCD as is, they feel that there will not be many changes and it should sail through back to council for adoption before the February 2022 deadline. They said ADU's projected was reasonable given the in process streamlining ordinance and off the shelf plans which would be approved within two years after HE adoption. Residents had commented how they liked the corridor based strategy and avoidance of upzoning R-1. Some questions about SB 9 impact on HE but consultant dodged by saying that SB 9 was not law yet and would address when it became law. No discussion of how affordable RHNA would be met other than the inclusionary housing ordinance; in Q&A one person inquired if the IHO could be strengthened but consultant said that IHO needs to be balanced with the ordinance discouraging housing to be built at all.
